Judy told SurreyLive: “As a child’s nursery falls under the same use class as a restaurant in the newly amalgamated Class E, planning permission isn’t required to change between these uses. There are plans for a new crossing on Queens Road near Mamby Lodge School, but this won’t help here.
While there are places for crossing, such as a traffic island next to the roundabout, there isn’t an official zebra crossing or traffic lights nearby to ensure pedestrian safety. Judy added: “I am really concerned about the safety here.
In 2022, there were plans to have the roundabout reconfigured and the memorial moved. However, plans didn’t materialise and the memorial couldn’t be relocated.

Instead of giving way to the right, vehicles heading straight over have right of way, which is unusual for drivers to come across. There’s also a war memorial on the roundabout, which has been there since 1923.

The planned nursery would occupy a former restaurant site on Hanger Hill, an area near the high street that sees heavy traffic during rush hours due to its proximity to Weybridge train station, a roundabout that leads to Weybridge train station, Brooklands and Hersham and Walton and several schools
As it is a former restaurant, which used to be called The Tree House, a simple change of use to a class E building is all that is needed, which is what the current documents state. Hanger Hill in Weybridge is a busy extension of the high street,

Lib Dem councillor for Weybridge Riverside Judy Sarsby concerned for the children who may be crossing the road to get there. During rush hour, the road gets particularly busy as commuters head to the train station and work. Parents also use the route to get their children to school.
“An awful lot of people need to drop their children and run to get to work and we are short of nursery places we want to make sure it’s not creating traffic and parking stress. We do need nurseries in Weybridge, but we also need to consider the safety of residents, children and any traffic scenario it might create of parking stress.”
Judy also highlighted that when the site was used as a restaurant, it was mainly busy in the evenings only. Judy said: "A restaurants busiest time is often the evenings, the restaurant opposite opens in the evening so it has that advantage in terms of traffic and parking. But the nursery open first thing in the morning while a number of people are arriving all at the same time."

Across on Queen’s Road at Temple Market, drivers will find parking for up to 90 minutes, with around 17 spaces outside a Sainsbury’s Local, Temple No. 7 restaurant and Wine Rack shop. Directly outside the nursery site is a busy roundabout where Hanger Hill meets the A317.

“We’re looking for clarification from the developer and discussing safe crossing. It didn’t come to main planning as a nursery school and appears to have slipped through the net on a technicality.”

The capacity of the site has not yet been confirmed, as much depends upon staffing and demand. It is hoped that the premises will open in Autumn 2024.
A spokesperson for Surrey County Council said: “The County Highway Authority has undertaken an assessment in terms of the likely net additional traffic generation, access arrangements and parking provision and are satisfied that the application would not have a material impact on the safety and operation of the adjoining public highway. The County Highway Authority therefore has no highway requirements.”
Surrey County Council has said it has assessed the situation, and there could be additional traffic in the area. However there are no concerns that it would have a large impact and no requirements have been made.
A proposed nursery on a busy Weybridge road has sparked safety concerns, despite the potential benefits for parents in need of childcare options
It is hoped prospective parents would walk to drop their children off at the nursery, meaning they won’t need to worry about driving and parking on the busy road. There are limited spaces in the surrounding area, so those who do drive would need to plan ahead to get there.
