Instances have been brought to the notice of this Directorate by stake holders including certain Embassies where a number of persons are making fraudulent attempts and submitting forged documents to enable them to seek employment overseas by projecting themselves as seafarers. Besides, some of them are seeking employment on foreign flagships without going through registered RPS providers. The Standards of Training Certificates and Watch keeping for Seafarers' Convention (STCW) 2010 and Maritime Labour Convention (MLC) 2006 stipulate that the seafarers should seek employment only through registered Recruitment and Placement Service (RPS) providers.

2. While employment through the registered RPS provider's guarantees safer and decent service conditions, employment through unauthorized agents can create difficulties to the seafarers at times especially in times of problems and distress. In addition, it is necessary to curb the attempts made by individuals using forged documents to seek seafarer's job so that the job opportunity of the bonafide Indian seafarers are not affected adversely. Considering the above, a facility for identifying a seafarer and a bonafide RPS provider will help all concerned in employing a bonafide seafarer for the correct job through an authorized RPS agent.

3. To augment the above, a facility called Indian National Data base of Seafarers' (INDoS) checker is created and is hosted in the DG Shipping website (www.dgshipping.com). This facilitates checking of the credentials of the seafarers with respect to their passport details {i.e. by feeding the passport details of any individual, one can access to the Continuous Discharge Certificate - cum - Seafarers' Identity Document and INDoS [Indian National Database of Seafarers] details of any seafarer.} In addition, the list of approved RPS providers is also available in this checker which enables any authority to check the list of authorized recruiters of seafarers.
