Great that you got your event underway after a short delay with a successful outcome. Clashes unfortunately will always happen. With so many Districts surrounding it would be an impossible task to satisfy all. I have received co-operation with London South regards an event I run in SEDC, it being a Hill Climb. A rare happening I guess.

Afraid it's the Rule, see pages 45/46 of National Handbook. As riders would have to start on their original numbers then the original start time would have to apply otherwise the event would over-run the time window on the course restrictions.
I came down the A11 all the way from Barton Mills at around 4:15am and it was misty, but from just north of Four Wentways to the HQ it was just awful. I drove back up the A11, past PNut's manor, at around 7:30am and the conditions were worse - the fog/mist had settled-in at an even lower level than it had been 3 hours previously. Sure, you would have probably seen a good quality LED blinking through the murk, but no way would anyone with half a brain have ridden in that. Even the B road from the start to the A505 only had a visibility of around 50 to 100 yards when I drove down it at 7ish.

I doubt there was much realistic option other than to cancel with that early a start and little flexibility on finish time. I was on the verge of pulling my Godric / EDCA 50 event up the road at Wymondham as it was equally foggy at 0700. Fortunately, I was able to defer start by 1 hr - to 0800 - but even 20 minutes before that vis. was still touch and go. By 0800 it was beautiful and a results board of PBs was a happy outcome. Shame about the clash of dates for the events!
All that tells you is that if you are an ECCA rider the NM&H 100 on the F1 isan ECCA BAR qualifier as well, I think Prestige is thinking of a bigger picture
One hour would not have been enough. I was scheduled to start at 6:02 and I would not have been happy starting at 7:02 as the fog was still bad, which would have meant over 60 riders on the A11 in thick fog.

I dont think anybody thinks the event should have started at is original time of 5.00am, the fog was just to bad. But its such a shame that because of the restrictions on the course in that area that there is such a very small window of opportunity for such a large event to run, i personally think the event could have run maybe with an hours delay.
A real shame that the ECCA '100' did not go ahead. All the work that goes into putting on such an event all for nought. Disapointing and frustrating for all. Those hopes of getting in a super fast time gone to pot. Without the mist I reckon it would have been one of those mornings that rarely come along.

The event today would not have been able to start even with a 2, possible 3 hour delay. The right decision was made and we all lived to tell the tail.

Been off here a couple of days, I cant beleive people are bitching about it being cancelled, it wasnt the right decision, it was the ONLY decision, to put riders out on that road in those conditions would have been pure negligence !!!!
There you have it - thought it might be the case, and wiser the next time. Many thanks again to the organisers and marshalls and all those who found themselves awake in the early hours to try to put the event on.
It is very much an option, but not the FASTEST in my opinion!!!!!!!!!!!!!!!!!. but if thats the only option we will have to look at it.
