I thought that I would summarise a few key points about work and the labour market that have emerged from Resolution Foundation research in the last year (or so). Do explore the full reports for more detail on each of these important issues.

The challenges of low-paid work go far beyond hourly low pay. More than half (56 per cent) of private-sector employees earning below £20,000 expect to receive only statutory sick pay (SSP) or nothing at all if they have to take a week off work through illness. In a survey of 2,000 private-sector employees, more than half (56 per cent) of those earning less than £20,000 per year said that if they had to miss work for a day due to a family emergency then they wouldn’t be paid – five times the rate among workers earning above £60,000 (12 per cent). From Low Pay Britain 2023. We need many more people with intermediate-level skills to support our economy. The share of workers with sub-degree level qualifications (i.e. above A-level equivalent but below degree-level, such as a Higher National Certificate (HNC) or a higher national diploma (HND)) is dramatically lower than it should be, given the sectoral and occupational make-up of the UK economy. Currently the share of workers qualified at levels 4 and 5 is 11 percent, when it should be twice as big. From 'Ending Stagnation - A New Economic Strategy for Britain'. Young people with mental ill-health are much more likely to be workless - and those numbers are rising. Between 2018 and 2022, one-in-five (21 per cent) 18-24-year-olds with mental health problems were workless, compared to 13 per cent of those without mental health problems. The number of young people workless due to ill-health has more than doubled over the past decade, from 93,000 to 190,000. From 'We've only just begun - Action to improve young people’s mental health, education and employment'. Non-compliance with labour market law is widespread. Almost one-third (32 per cent) of workers paid at or around the wage floor were underpaid the minimum wage; 900,000 workers reported they had no paid holiday despite this being a day-one entitlement. From 'Enforce for good - Effectively enforcing labour market rights in the 2020s and beyond'. Flexible contracts are used for more than a quarter of the workforce by more than half (53 per cent) of employers we surveyed, and especially in sectors such as transport, logistics and comms, retail and wholesale, and hospitality sectors.
